PR 654 Terms and Conditions — Everything You Need to Know Before You Play

1. Definitions

In these Terms and Conditions, the following definitions apply throughout:

• "PR 654" / "the Platform" — refers to the online betting and gaming platform operating at pr654.net, licensed by PAGCOR and operated in the Republic of the Philippines.
• "You" / "Player" / "Member" — refers to any individual who has registered a valid account on pr 654.
• "Account" — the personal account registered in your name on pr 654, used to access all betting and gaming products.
• "Wallet" / "Balance" — the funds held in your pr 654 account, including both real-money balances and bonus balances where applicable.
• "Bonus Funds" — any promotional credits, deposit match bonuses, or reward credits granted by pr 654 subject to bonus-specific wagering conditions.
• "Qualifying Bet" / "Qualifying Deposit" — a bet or deposit that meets the minimum requirements for a specific promotion, as defined in each offer's individual terms.

2. Account Registration

3. Account Security

4.1 Deposit Rules

• The minimum single deposit at pr 654 is ₱200.
• All deposits must be made from payment accounts registered in your own name. Third-party deposits are not accepted.
• Deposits are credited to your pr 654 wallet instantly upon confirmation from the payment provider.
• PR 654 does not charge fees on deposits, though your payment provider may apply their own charges.

4.2 Currency

5. Withdrawals

6. Bonuses & Promotions

PR 654 offers various promotions including welcome deposit bonuses, reload bonuses, free bet credits, cashback, and VIP rewards. All bonuses are subject to the following general conditions unless the specific promotion states otherwise:

6.1 Welcome Bonus

New pr 654 members are eligible for a 100% first-deposit match bonus of up to ₱5,000. The minimum qualifying deposit is ₱200. The welcome bonus is credited automatically upon the qualifying deposit clearing.

6.2 Wagering Requirements

6.4 Bonus Expiry

Bonus funds not used within 30 calendar days of being credited will expire and be removed from the account. PR 654 will send a reminder notification 7 days before expiry to your registered email address or mobile number.

7. Betting Rules

The following rules apply to all sports and event betting at pr 654, including PBA betting, international sports markets, and outright tournament wagers:

7.1 Bet Acceptance

All bets are subject to acceptance by pr 654. The platform reserves the right to refuse or limit any bet without explanation. Bets are confirmed once a bet reference number is issued. Bets placed after an event has commenced are void unless specifically offered as live in-play markets by pr 654.

7.2 Minimum and Maximum Bet Limits

The minimum single bet at pr 654 is ₱100. Maximum bet limits vary by sport, tournament, and market type. VIP Club members at Platinum and Diamond tiers are eligible for elevated maximum bet limits on application to pr 654's trading team.

7.3 Void Bets

Bets may be voided by pr 654 under the following circumstances: event cancellation or postponement beyond 48 hours; event starting before the scheduled time; force majeure events; technical errors resulting in clearly incorrect odds; player/team withdrawal after market settlement. Voided bet stakes are returned in full.

7.4 Obvious Errors

If pr 654 makes an error in displaying odds, markets, or event information — including but not limited to pricing errors, incorrect team names, or clearly erroneous results — the platform reserves the right to void bets and correct the error regardless of whether bets have been accepted and regardless of the settlement status of those bets.

7.5 Parlay / Combination Bets

Parlay bets at pr 654 require a minimum of two (2) selections and a minimum stake of ₱100 for the combined ticket. All selections must win for the parlay to settle as a winning bet. If any selection is voided, the parlay is recalculated using the remaining valid selections. No minimum odds requirement applies to parlay legs unless stated in a specific promotion.

8. Live Casino Rules

The pr 654 Live Casino section is operated using games streamed from regulated studio facilities. The following rules govern live casino play:

• All live casino game results are final once the dealer declares "no more bets" and the round is completed. PR 654 does not accept bet cancellation requests after this point.
• In the event of a technical disconnection during a live game round, the bet is settled using the result recorded on the pr 654 server. If no result was recorded due to a system error, the bet is voided and the stake returned.

9. Esports Betting Rules

Esports betting at pr 654 covers titles including Mobile Legends: Bang Bang, Valorant, Dota 2, CS2, League of Legends, and others. The following rules apply in addition to the general betting rules in Section 7:

• Esports bets are settled based on the official result declared by the tournament organiser. Results confirmed by the organiser are final at pr 654, even if later disputed by teams.
• If a match is cancelled, postponed beyond 48 hours from its original scheduled time, or awarded by walkover rather than gameplay, all pre-game bets are voided and stakes returned.
• Live in-play esports bets are settled on the result of the specific map or game at the time the bet was accepted by pr 654, unless the market description specifies otherwise.
• In the event of a roster substitution after a bet has been accepted, pr 654 reserves the right to void the bet if the substitution materially affects the nature of the event wagered upon.
• Bets on disqualified teams or players are voided, regardless of on-field results.

10. VIP Club & Refer a Friend

10.1 VIP Club

The pr 654 VIP Club operates on five tiers: Bronze, Silver, Gold, Platinum, and Diamond. Tier status is determined by your cumulative real-money wagering activity over a rolling 30-day period. The specific wagering thresholds for each tier are published on the VIP Club page and may be revised by pr 654 with 14 days' advance notice.

VIP benefits — including enhanced withdrawal speeds, dedicated account managers, elevated bet limits, birthday bonuses, and monthly cashback — are available exclusively while your account holds the qualifying tier. Tier downgrades occur automatically if qualifying wagering thresholds are not maintained.

PR 654 reserves the right to remove a player from the VIP Club programme, revoke tier status, and cancel accumulated rewards if the account is found to be in breach of any terms set out in this document.

10.2 Refer a Friend

The pr 654 Refer a Friend programme rewards you with a cash bonus for each new player you introduce to the platform who completes a qualifying registration and first deposit. The referred player must be a genuinely new pr 654 customer with no prior account history. The following conditions apply:

• Self-referrals using multiple accounts are prohibited and result in disqualification of all rewards and permanent account closure.
• The referral reward (amount based on your VIP tier) is credited to your wallet upon the referred player's qualifying first deposit of ₱200 or more.
• The referred player must register using your unique referral link. Referrals claimed retrospectively without link tracking are not honoured.

11. Prohibited Conduct

• Colluding with other players in live casino games to gain an unfair advantage.
• Threatening, harassing, or abusing pr 654 customer support staff or other players.
• Attempting to access pr 654 from a jurisdiction where online betting is prohibited by local law.

12. Account Suspension & Closure

PR 654 reserves the right to suspend, restrict, or permanently close any account at its sole discretion. Grounds for suspension or closure include but are not limited to:

• Breach of any provision in these Terms and Conditions.
• Non-completion of KYC verification within a reasonable period after request.
• Suspected fraudulent, deceptive, or criminal activity.
• Receipt of a chargeback from a payment provider associated with the account.
• A valid self-exclusion request submitted by the account holder.
• Order or instruction from PAGCOR or a competent Philippine court or authority.

Where an account is closed due to a terms breach, pr 654 reserves the right to withhold any remaining balance pending investigation. Where the balance is confirmed to consist of legitimately wagered funds, it will be returned to the account holder after deducting any bonus funds and associated winnings. PR 654's determination in this matter is final.

Players wishing to voluntarily close their pr 654 account may contact customer support at any time. Voluntary closure requests are processed within five business days. Balances are returned via the player's registered payment method after any pending bets are settled.

13. Responsible Gaming

PR 654 does not sell your personal data to third parties. Data is shared only with regulated payment providers, identity verification services, and regulatory authorities as required by Philippine law. Your data is stored on secure servers with industry-standard encryption.

15. Disputes & Governing Law

These Terms and Conditions are governed by the laws of the Republic of the Philippines. Any dispute arising from your use of pr 654 that cannot be resolved through direct contact with our customer support team will be submitted to the jurisdiction of PAGCOR's dispute resolution process in the first instance.

If a dispute cannot be resolved through PAGCOR's process, both parties agree to submit to the exclusive jurisdiction of the competent courts of the Philippines. PR 654 will not engage in dispute resolution processes in any other jurisdiction.

15.1 Dispute Submission Process

1. Contact pr 654 customer support via live chat or email and describe the dispute in detail, including relevant bet IDs, dates, and amounts.
2. PR 654's resolution team will acknowledge your dispute within 24 hours and provide a full response within five (5) business days.
3. If you are unsatisfied with pr 654's response, you may escalate the matter to PAGCOR's player complaints process.
4. All disputes must be raised within thirty (30) calendar days of the event giving rise to the dispute. Claims raised outside this window will not be considered.

16. Amendments to These Terms

PR 654 reserves the right to modify these Terms and Conditions at any time. Where changes are material — affecting your rights as a player, bonus conditions, or payment terms — pr 654 will provide at least fourteen (14) days' advance notice via your registered email address or a prominent notice on the platform.

Continued use of pr 654 after the effective date of any amendment constitutes your acceptance of the revised Terms and Conditions. If you do not agree with any amendment, you should stop using pr 654 and request account closure before the effective date.
